The Applicant respectfully requests that the Representative Auditor conduct an audit and verify the relevant facts concerning the “FY2026 Contract for the Dispatch of Assistant Language Teachers to Elementary Schools” administered by the Yokohama City Board of Education, specifically regarding the legal and administrative basis upon which the contract has continued to be treated as remaining in effect following the absorption merger of Interac Kanto South Co., Ltd. into Link Interac Co., Ltd.

The Applicant is an indefinite-term dispatched employee employed under an employment contract with Interac Kanto South Co., Ltd. (Worker Dispatch License No. 派14-301174), and that employment contract expressly identifies the Yokohama City Board of Education as the client to whom the Applicant is dispatched.

The employment contract further contains provisions governing the treatment of the Applicant's employment in the event that the Worker Dispatch Contract between the Worker Dispatch Operator and the Yokohama City Board of Education terminates during the term of the Applicant's employment.

Accordingly, the legal treatment of the Worker Dispatch Contract is not merely a matter of administrative contract management. Rather, it is an important administrative matter that directly affects:

• the Applicant's contractual rights and obligations;
• the civil proceedings currently pending before the courts;
• the proper administration of Yokohama City's public contract; and
• the lawful expenditure of public funds.

The Applicant respectfully requests that the Representative Auditor confirm the administrative determinations made by Yokohama City concerning the Worker Dispatch Contract and the legal basis upon which those determinations were made.

This Request does not ask the Representative Auditor to adjudicate any civil dispute presently pending before the courts.
